News Dr. Allen Dobson Named Champion of Change
UNC-TV hosted this statewide competition, corresponding to the upcoming national broadcast program "Remaking American Medicine,” a four-part national television series that will tell the stories of the individuals and institutions working together to address the problems that plague our current health care system. The series is scheduled to air on UNC-TV in September. Dr. Dobson was given this honor specifically for his contribution to Cabarrus County in creating Community Care of North Carolina, a community-based system of care, which includes clinics, hospitals, and case managers that collaborate to treat Medicaid recipients and the uninsured. UNC-TV described him as a “visionary to create community based networks of care that focus on keeping people healthy.” Community Care saved the state $120 million in 2004 by making sure patients had a primary care doctor who could help with the everyday management of illnesses before medical problems turned into something that required more urgent and costly treatment – emergency room visits or hospital stays. Thus far, the Community Care system has treated mostly women and children – the largest group of Medicaid patients – but with Dr. Dobson now as North Carolina’s Assistant Secretary for Health Policy and Medical Assistance with the North Carolina Department of Health & Human Services, the goal is to expand care to include more elderly recipients. Dr. Dobson is the first doctor to run the state’s Medicaid program, and because of this, “he knows what issues are confronting the patients," said Dr. Karen L. Smith, president of the N.C. Academy of Family Physicians. "And he knows what issues are going to be confronting the doctors."
